im still a lostie on Photoshop but tell me ur thoughts
How i make things better?

It's good, especially since you've just started, went a bit too much on the glow. Should try 500 x 150 for size, it looks much better. Oh and the font is a bit too generic.

For a GTA sig I'd go with Pricedown. You could also just download tons of dafont.com.

That's alright, I agree about the glow, and as for text's I prefer angelicwar but that's a personal fav.
